Regulations Fixings and FastenersRegistration, Evaluation, Authorization and restriction of ChemicalsREACH CONSTRUCTION FIXING ANCHOR RESINSThe situation with this product range may be different in that components in the cartridges could either be substances or preparations including mixtures of two or more chemical substances in a container. If sourced from within the EU, including the UK, then responsibility for registration under REACH will rest with the EU manufacturer or first importer of the substances into the EU. The distributor’s responsibility when supplying a substance or mixture is to ensure it passes on health and safety information including Safety Data Sheets. Additionally if the supplier provides information on the hazards or safe handling of a product there is a duty to provide this to the customer. A distributor must not distribute containing substances that should have been registered but have not been. There is also an obligation to retain information required to carry out the distributor’s duty under REACH for at least ten years from the last date a substance was supplied.PLATED OR COATED FASTENERS Coated fasteners are considered REACH articles, there are no registration obligations as long as there is no release of chemical substances from them. THREAD LOCKED FASTENERS The issues outlined above for plated fasteners also apply to fasteners that have threadlocking patches or adhesive componds appied to them.NYLON INSERTS LOCKING - NYLON TIPS - NYLON FASTENERS The issues outlined above for plated fasteners also apply to fasteners that are made of Nylon or other polymers or have Nylon tips or Nylon inserts. The exception by eight specified companies, who have obtained an exemption from the duties as a result of the circumvention investigation concluded in 2011, and one company through a partial interim review concluded afterward.CE Marked FastenersConstruction Products Regulation CPR became law in all EU member states from the 1st of July 2013.This European regulation replaced the vountary CPD Construction Products Directive introduced in 1988 and affects all construction products covered by a hEN harmonized European standard or ETA European Technical AssessmentNon-preload bolting assemblies have to be supplied in accordance with EN 15048-1 and preload bolting assemblies in accordance with EN 14399-1 in order to adhere to the CE marking requirements. Assemblies need to be labelled in accordance with standard and regulatory requirements and supplied with the required documentation DOPBuyers have to ensure that construction products are covered and purchased by a harmonised standard or a European Technical Assessment and that they are properly CE marked.Preload bolting assemblies must comply with EN 14399 Non-preload bolting assemblies have to comply with EN 15048.
